This is Roy Fokker (in his RDF uniform) from Robotech - The Macross Saga. He is also known as Roy Focker in The Super Dimension Fortress Macross, the series which was adapted into the first saga of Robotech.
I made this pixel art version of Roy using the windows paint program, it took me just over an hour.
